The first buildings start with a few terrorists that you will not have any difficulty dealing with. Quick calculations and foresight will come in handy as you will have seconds to decide what to choose with the limited amount of money you get off your enemies. After every building, you will move on to the next with however many men you have. You have time to add new people before choosing to start the next fight. Increase the number of your men and wait for them to take their places before giving the attack command. Not waiting for enough will cause the enemies to start attacking before your men can. At the end of every city, you will face your enemies at the most famous location of that city and be asked to save that spot. These levels will be more difficult than the others, but you can always try again.
